The Guardians of Sora civil initiative was conceptualized as a response to the planned project for the regulation and construction of the embankments at the confluence of the Poljane Sora and Selca Sora in the Municipality of Škofja Loka. The planned interventions to increase antiflooding protection would degrade the existing river habitats and the natural appearance of this area, while at the same time reducing the spillway area of the river.

The aim of the campaign is to coordinate or upgrade the Municipality of Škofja Loka's existing project task for antiflooding regulation on the Sora river in Škofja Loka in accordance with the requirements of the Resilience and Recovery Plan, predominantly in terms of taking into account two basic concepts: nature-based solutions and doing no significant harm. The project task, which will be drawn up by civic society, will be based on the use of natural processes for retaining water at the point of origin and consequently reducing the risk of flooding. Specifically, these include nature-based solutions, or NBS, (for example, opening floodplains, removing obstacles and planting riparian vegetation) as well as taking into account and maintaining the current ecological state of the river corridor of the Sora river and the existing protected areas within it.
